Partnerships developer Lovell has been appointed by Codi Group to deliver a £35.6 million residential development on the site of the former County Hall in Cwmbran.
The contract will support Lovell’s continued expansion across South Wales while regenerating a prominent brownfield site and creating opportunities through local jobs, skills and community investment.
The development will provide 143 homes across a mix of tenures. This will include 35 homes for open market sale, 50 Shared Ownership properties and 58 affordable homes.
The affordable element will comprise 36 apartments, 14 homes for social rent and eight homes for intermediate rent.
Construction began in June 2026 and is scheduled for completion in early 2029. The first open market homes are expected to become available in spring 2027.
Codi Group will also open a four-bedroom Heywood-style show home in spring, giving prospective buyers an opportunity to explore the property design.
Sustainability measures will include solar panels and air source heat pumps on the social rented homes.
A large existing bat house will also be renovated to enhance biodiversity across the development.
The new community will be set within a woodland area and will offer transport connections and access to local amenities, including two schools and a hospital.
